RFP 2026000125 — Cloverhound Response
UDDA Prototype
A working prototype of the Unified Data Dissemination Application built by Cloverhound to demonstrate the capabilities, architecture, and rapid delivery approach we'd bring to the full UDDA engagement. Every feature on the next screen runs against live or recently-cached data from CDPHE, EPA ECHO, EPA AQS, and CDPHE OnBase.
Interactive map of every regulated facility in Colorado
15,678 CDPHE facilities and 19,605 EPA ECHO facilities (12,603 cross-referenced) on a single ArcGIS-rendered map, with 11+ toggle-able data layers covering monitoring sites, EnviroScreen 2.0 environmental-justice indicators, NAA boundaries, county lines, and live air quality readings.
AI assistant grounded in CDPHE data
A Claude-powered chat interface with 30+ purpose-built tools that can search facilities, pull air-quality readings, analyze permit history, and explain what the user is looking at on the map. Streaming responses with full tool-call transparency.
OnBase document integration with OCR + AI analysis
Automated retrieval of permits, inspection reports, enforcement actions, and stack tests from CDPHE OnBase using headless-browser scraping. Documents are cached, OCR'd via Datalab, and surfaced inline alongside facility records with AI-generated summaries.
Real-time air quality from five sources
Live monitoring readings merged from EPA AQS, CDPHE APCD, DESCI, and Google Air Quality, refreshed on a 30-minute cycle and cached to disk so the map stays responsive even when upstream APIs are slow.
EnviroScreen 2.0 environmental-justice overlay
The full EnviroScreen 2.0 dataset (38+ indicators) served as an in-memory ArcGIS-compatible feature service so census-tract-level EJ context is available directly on the map without a round-trip to the state's hosted service.
Built fast, deployable anywhere
Single-server Node/TypeScript stack, no build step, persistent disk caching, deployed to AWS in under an hour. The architecture demonstrates the "thin, well-integrated, accountable" engineering Cloverhound applies to every project.
